NWFP CIVIL SERVANTS BENEVOLENT
FUND RULES
MONTHLY RATE OF CONTRIBUTION TO THE BENEVOLENT FUND
SHALL BE :-
a) In case of Civil Servant drawing
pay
in BPS-16 and above. = Rs.55/- PM
b) In case of Civil Servant drawing
pay
in BPS-5-15 = Rs.20/- PM
c) In case of Civil Servant drawing
pay
in BPS-1-4 = Rs.15/- PM
GRANTS FROM BENEVOLENT FUND:
The
following grants from the NWFP Civil Servants Benevolent Fund, subject to the
provision of these rules, be admissible, who are subscriber to the fund or
their families as the case may be.
MONTHLY GRANT.
i)
If a Civil
Servant is *invalided or
dies during service he or his family as the case may be, shall be entitled to a
monthly grant at the admissible rates.
ii) If a Civil Servant dies
after retirement within 15 years, his widow/ dependent shall be entitled to the
monthly grants out of Benevolent Fund for the un-expired portion of 15 years at
the admissible rates.
The
period of 15 years shall be reckoned from the date of invalidation or death of
the Civil Servant as the case may be:
Monthly grant will be admissible as under
:-
Gazatted Civil Servant (B-16 and
above) = Rs.1000/- PM
Non-Gazetted Civil Servant (B-15
& below)= Rs.500/- PM
In
case of death of a Civil Servant/invalidation, prescribed application form for
the monthly aid out of Benevolent Fund to the widow/dependent of deceased Civil
Servant or invalided Civil Servant shall be initiated by the Department
concerned and finalized without loss of time.
The application form and proforma duly completed alongwith the supported
documents/ certificates should be sent to the concerned Benevolent Fund Board
through the Head of Office/Administrative Department where the Civil Servant
was serving.
Request
for the grant of monthly aid out of Benevolent Fund shall be supported by the
following documents:-
i. Death Certificate from a Magistrate
Ist Class or from the concerned Police Stations, Hospital or Union Council.
ii. Invalidation Certificate (in case of
invalidation) by the Standing Medical Board.
iii. Departmental retirement order of
Invalided Civil Servant and in case of death after retirement.
iv. Certificate to the effect that the
deceased died during service.
v. L.P.C of the deceased civil servant.
vi. Detail of dependent family members.
vii. A certificate to the effect that the
deceased/invalided Civil Servant was a permanent Provincial Civil servant and
regular contributor towards Benevolent Fund.
viii. *An affidavit on stamp paper
showing the details of movable/immovable property signed by Ist Class
Magistrate or Area Tehsildar.
ix. No Marriage/No Separation Certificate of
the widow.
x. In case of minor children guardianship
certificate duly signed by the Gazetted Officer.
xi. Photo copy of the Identity Card of the
applicant.
FUNERAL EXPENSES:
Rs.2000/-
(Rupees Two Thousand) to a Civil Servant (B-15 and below) in case of self death
or a member of his family wholly dependent upon him. A prescribed application
form duly filled in and signed by the Head of office supported by the Death
Certificate and dependent certificate will be forwarded.
EDUCATIONAL SCHOLARSHIP:
*For pursuance studies to the
children of serving as well as deceased or invalided Civil servants. The grant of scholarships shall be admissible
at the following rates:-
i. Rs.500/- per annum per child upto the
maximum of three children for pre-Matric classes; or
ii. Rs.1200/- per annum one child for
F.A/F.Sc and B.A/B.Sc classes; or
iii. Rs.1500/- per annum for one child for
Postgraduate and professional colleges.
Note:- i. The rate as per
(ii) and (iii) above are for one child only;
ii. Only those school/college/University
students are eligible for the grant of scholarship for Benevolent Fund who
obtained 50% marks in the last annual examination;
iii. Students studying in primary classes
(Ist to 5th) are exempted from the condition of 50% marks;
iv. The condition of 50% marks and the No.
of children are not applicable in case of deceased or invalided Civil Servant;
v. Children of Civil Servants studying in
the Registered Dinee Madrassa are also eligible for the grant of scholarship.
vi. Children of Retired Civil servants are
not eligible for the grant of scholarship.
vii. Application for the grant of scholarship
shall be made on the prescribed form and proforma through the Head of
Office/Admn: Department duly filled in on the dates as the board may notify.
OTHER BENEFITS:
The
Provincial Board may also with the approval of Government introduce schemes for
granting aid or advances to the non-gazetted Civil servants for specified
purposes or any other beneficial schemes such as housing society/educational
institutions etc. The rate of grants can
be enhanced in special circumstances for reasons to be recorded in writing.
MISCELLANEOUS RULES:
The
benefit admissible under these rules to a Civil Servant or his family as the
case may be, shall become admissible immediately after the Civil Servant made
his first contribution to the Fund.
If
the Civil Servant quits the Government Service for reason or other, he shall
not be entitled to the refund of the contributions made by him during the
service period.
The
Provincial/Divisional/District Benevolent Fund Boards shall obtain proper
receipts from the grantee in respect of all such payments and maintain record
of the same in the Register prescribed under the rules.
The
amount sanctioned under these rules shall be paid by the Benevolent Fund Board
by issuing cheque in favour of the Civil Servant concerned or member of his
family as the case may be.
When
a grant under these rules has been sanctioned in favour of a widow such grant
shall be subject to the condition that the widow does not remarry, such widow
shall each month furnish to the Board a certificate in the prescribed
form. On re-marriage of the widow the
monthly amount for the un-expired portion of 15 years to be reckoned from the
death of a Civil Servant, may be paid to the children or major to one of them
in whose favour the power of attorney has been given by other brothers/sisters,
if any, the payment of monthly aid to the quardian or child of the deceased
Civil Servant as the case may, shall be made subject to the scrutiny and
verification by the Deputy Commissioner of the District in whose jurisdiction
the family of the deceased Civil Servant resides.
Nothwith
standing, anything contained in these rules, the Board may
special grant to a Gazetted Civil Servant (B-16 & above) or member of his family in case of extreme
financial distress which is not occasioned on account of actions or omissions
on the part of the Gazetted Civil Servants himself.
If
a Civil Servant has held both Gazetted and Non-gazetted posts at different
period of his service he shall not be entitled to the benefits of the fund
under these rules unless the post held by him at the time of his retirement or
at the time of his death or invalidation during service before retirement was a
Gazetted post.
